Think of introducing the monsters in stages. Deciding when minions should arrive will go a long way when DMs want their boss fights to feel epic. DMs should use them to deal some damage and force players to think critically about their attacks and spells, somethign that won't happen if the minions are killed right away. If the PCs see a minion first, it'll also be the first thing they kill, especially if it's supposed to be a lower CR monster. When DMs are laying out the events for that boss battle, it can also be useful to consider when to bring in the minions. Think of adult dragons, iron golems, and rakshasas that can tenderize the party before reaching the boss. If players fight a powerful mage, summoned creatures can make for powerful minions. In a high-level boss battle, DMs should also consider using otherwise big monsters as minions. Minions like bandits and wolves that grant pack tactics are perfect for spicing up combat. With such an array of foes on the field, players will have to work together and use their abilities creatively to take them out and survive long enough to vanquish the main boss. While the Shepherd can summon them, it will be helpful to have some already in play to up the ante. For example, shadows in a Nightmare Shepherd's company gain a +5 to their attack and damage rolls, as do all undead monsters.
It's also helpful to look for minions that offer bonuses that another monster can use to their advantage, including the Big Bad. They'll have to keep adjusting their tactics and determine who is the biggest threat on a turn-by-turn basis. Surprising players with several different monster types will keep them on their toes.
Players often have a range of abilities and can attack from afar or up close, and minions should have the same skills to challenge the party. DMs shouldn't settle for a pack of skeletons every time. While adding minions helps balance the action economy on its own, it's also important to choose various types of monsters.
